A man fought as an officer of the Lagos State Environmental Health Organization (commonly known as Indiscipline (KAI)) to try to tie him to their van.
The man is said to have crossed the busy Cele Bus Stop of the Oshodi-Apapa Expressway instead of using a footbridge.
Kai officials saw him, who then arrested him.
However, the man tried to escape but was chased by an officer and brought into the black Maria.
A video shows a Kai official lifting the man up like a child and forcing him into the back of the van.
In Lagos, crossing a highway with a pedestrian bridge is a crime that can be punishable by fines or imprisonment.
