“The ‘Shadow Government’ or ‘Shadow Cabinet’ is an unregistered and unidentified institution that claims to be an alternative government, contrary to the provisions of the Constitution of the Federal Republic of Nigeria in 1999 (amended).
The agency argued that UTOMI’s public announcement of a parallel ministerial cabinet constituted an attempt to deliberately “imitate the administration” and noted that his shadow cabinet included individuals assigned to portfolios such as Ombudsman and Good Governance (led by Dele Farotimi), as well as the policy delivery department and the Economic Advisory Committee.
