The Research Training Program (RTP) provides block grants on a calendar year basis to Higher Education Institutions (HEP) to support domestic and international students pursuing research PhDs and research Masters, known as Higher Degrees by Research (HDR).
On 31 December 2016, the International Postgraduate Research Scholarship (IPRS) ceased and was replaced by the Research Training Program (RTP) from 1 January 2017. The RTP provides block grants on a calendar year basis to Higher Education Institutions (HEP) to support domestic and international students pursuing PhDs by research and Masters by research, known as Higher Degrees by Research (HDR).
The objectives of the Australian Research Training Program RTP Scholarship Program are to:
- Provide flexible funding arrangements to support domestic and overseas students to undertake HDR training at HEP in Australia
- Provide graduates with the skills needed to establish careers in academia and other sectors of the labor market
- Support collaboration between HEP and industry and other research end users
- Support overseas students to study HDR at HEP in Australia.
Students may receive one or more of the following RTP scholarships:
- tuition offset
- general living expenses allowance
- A stipend related to the ancillary costs of a research degree.
Research Master’s Students – Support Period
RTP scholarships are available to domestic and overseas students studying accredited HDR courses at HEP Australia. The maximum duration of the RTP scholarship for a research master’s degree is 2 years. Under the temporary arrangements enacted in 2020 to reduce the impact of COVID-19, this maximum period has been extended to 2 years and 6 months (full-time students) at the discretion of HEP.
Research doctoral students – support period
RTP scholarships are available for a research-based PhD degree for a minimum period of 3 years and a maximum of 4 years, at the discretion of HEP. Under the temporary arrangements enacted in 2020 to reduce the impact of COVID-19, this maximum period has been extended to 4 years and 6 months (full-time students) at the discretion of HEP.
RTP funds are administered by individual HEPs, each of which has its own application and selection process. Students need to contact their chosen provider directly to discuss how to apply for the RTP program.

Guidelines, conditions and calculations
The Australian Government provides funding to eligible Australian HEPs through annual Research Block Grants under section 46-20 of the Act. Higher Education Support Act 2003 (HESA).

Research training program stipend rates
Every year, the RTP subsidy rate range for the following year is announced on October 1. RTP subsidy rate ranges are effective from January 1st. The table below details current and recent RTP subsidy rates.

Under the RTP, universities provide students with one or more of the following types of support: RTP Scholarship recipient:
- • one RTP fee offset To pay tuition fees for higher degree by research (HDR) students that would otherwise be paid by the student. This requires the university to fully offset the tuition fees applicable to the student. This is not a perk.
- • one RTP allowance Helps students cover living costs while pursuing a higher degree through research.
- • RTP allowanceHelps students pay ancillary costs for a higher degree through research (HDR). This includes moving costs high dynamic range ,high dynamic rangePaper printing and scholarly publishing costs, as well as health insurance costs for the recipient and his or her dependents.
The maximum duration of the RTP scholarship for Research Masters is two years or The minimum duration for a research doctorate is three years and the maximum duration is four years (determined by HEP).
Students are eligible for Australian Research Training Program RTP Scholarships
To be eligible for the RTP Grant, RTP Fee Offset or RTP Grant, students must be domestic students or overseas students studying an accredited HDR course at an Australian HEP.
