A video shows the moment when House Labor members voted to approve the emergency declaration of the Rivers State, a video toured on social media.
Obi Aguocha, a member of parliament representing Ikwuano/Umuahia North/Urmuda voters, asked lawmakers to have the brains to determine whether they had set up a two-thirds quorum before considering a vote or opposing a statement.
House Speaker Tajudeen Abbas said attendance was enough to determine whether lawmakers were enough to form a quorum before the debate on the emergency declaration.
