MEXT Scholarship 2023-2024 is a fully funded scholarship for international students. This scholarship is available for undergraduate, master’s, doctoral and training studies. The MEXT Scholarship will cover tuition fees, accommodation fees, monthly living allowance, and round-trip air tickets from your home country to Japan.
The Ministry of Education, Culture, Sports, Science and Technology of Japan (MEXT) offers scholarships to international students who wish to study at Japanese universities as undergraduate or research (Master’s/PhD) students under the Japanese Government (MEXT) Scholarship Program.
Normally, the application cycle for the Ministry of Education, Culture, Sports, Science and Technology Japan Government Scholarship is announced in April. Knowledge of Japanese language and IELTS/TOEFL is not compulsory for this scholarship.
This is a scholarship recommended by the Ministry of Education, Culture, Sports, Science and Technology Embassy. You will apply through the Japanese Embassy in your country. (Links to all embassies are given below).

Ministry of Education, Culture, Sports, Science and Technology Scholarship Scope
MEXT Scholarship 2023 is a fully funded scholarship for international students to study in Japan for free. This scholarship will provide the recipient with the following benefits:
- Subsidy: monthly allowance, reserve allowance (2023 standard)
- Educational expenses: Entrance examination fees, university tuition fees will be paid by the Ministry of Education, Culture, Sports, Science and Technology.
- Travel Costs: Transportation to Japan: The Ministry of Education, Culture, Sports, Science and Technology will cover your travel costs for round-trip air tickets from your home country to Japan. The ticket will be an economy class ticket for that flight.
- Accommodation: Dormitories provided by the university for international students.
Eligibility Criteria for the 2023 Ministry of Education, Culture, Sports, Science and Technology Scholarships
To be eligible for the Ministry of Education, Culture, Sports, Science and Technology Scholarship, candidates must meet all of the following requirements:
- Required language: English
- Eligible countries: All countries in the world
- Applicants must have the nationality of a country that has diplomatic relations with Japan.
- Applicants with Japanese nationality at the time of application are not eligible.
- For undergraduate students: You must be 17 years or older and no more than 25 years old, and have completed 12 years of schooling or have completed a course at a school equivalent to high school (including future graduates)
- Master/Ph.D. students: no more than 35 years old, university graduates (including fresh graduates). Or you must have completed 16/18 years of education.
- For teacher training students: You must be under 35 years old and a graduate of a university or teacher training college. You must have at least five years of active teaching experience in a primary school, secondary school or teacher training college in your country.
- Studying in Japan: Applicants must be between 18 and 30 years old. Applicants must be studying in a department or school majoring in Japanese language or Japanese culture at a university outside Japan when they come to Japan, and they must be studying in a school in their home country when they return to Japan.
How to apply
Please follow the application instructions below to apply for the Ministry of Education, Culture, Sports, Science and Technology Scholarship:
- Find the Japanese embassy or consulate in your country
- Please visit the website of the Japanese embassy in your country. Under the “Education/Scholarships” tab you will find the Ministry of Education, Culture, Sports, Science and Technology Scholarships.
- Download the Ministry of Education, Culture, Sports, Science and Technology Scholarship Application Form and fill it out.
- Submit the required documents (shown below) to the Japanese Embassy in your country.
- The Embassy of Japan will conduct a written test.
- Candidates will then be interviewed.
- Successful candidates will be notified via email or the embassy website.

(8) Study plan/statement of purpose. The study plan is written in English. Basic content includes application motivation, education/research background, and future study at APU. (for graduate students)
(9) Proof of English Language Proficiency: Students whose courses are taught in English at the Language Institute can submit proof of English proficiency from their home university and are exempt from the language test.
