A report said a 13-year-old girl from Brazil fled to the United States on an immigration charge on R@ping charges and was found living in a house in a licensed daycare center in Massachusetts. According to immigration and customs enforcement, child R@Pist Andre Tiago Lucas, the father of day care owner, was sentenced to Brazil in 2016 for nine years and four months in prison. The fugitive was arrested by Cape Cod federal immigration agents.[Its] It is frightening that a Brazilian national fled the country because they were convicted of 13-year-old R@PE and could come to Massachusetts and not only could disappear into the Massachusetts structure but actually lived in a family health center for young people, Worcester County Sheriff Lew evangelidis told Boston 25 News. According to the store, daycare has been closed and its owner Franciele Nunes allows her license to expire. Boston 25 said the Massachusetts Department of Early Education and Nursing issued a family daycare permit in March 2022 and inspected the center five times, but claimed they did not find Lucas living there. It is not clear how long the child R@Pist has lived there.
The EEC requires a background check of all people who reside or visit family daycare regularly. But even if they know Lucas lives there, they are unlikely to notice any red flags, as the department does not conduct background checks on criminal history abroad or check immigration status. Massachusetts State Representative Steven Xiarhos raised concerns about the ability to ensure the safety of children in local daycare after learning about Lucas’ history. I think you really have to do your best to make sure that every place is as safe as possible. It’s about having proper background checks, looking around to see if there are any signs of error, Xiarhos said. Our children are innocent. He said when they go to nurseries it is almost like taking their lives in the hands of someone else.
